DFA Authentication of Documents

The Department of Foreign Affairs, Office of Consular Affairs-Authentication Division is pleased to announce that the following types of documents can now be accepted in all DFA Satellite Consular Offices (DFA-NCR East/SM Megamall and DFA­ NCR West/SM Manila) effective 01 JULY 2013:

1) NBI Clearance

2) Police Clearance*

3) Barangay Certification w/ Mayor Certification*

4) NSO issued documents in security paper including CENOMAR

5) Affidavits of Employment, Trainings/Seminars, and Baptism/Confirmation w/ Regional Trial Court (RTC) Certification

6) Other Notarized Documents (SPA, Affidavit of Support and Guarantee, Consent, etc.) with RTC Certification

7) Medical Certifications authenticated by DOH

8) PRC Documents

9) LTO License Certification (issued by LTO main office only)

10) Foreign Documents authenticated by the Philippine/Consulate or documents authenticated by Foreign Embassies/Consulates based in the Philippines

11) School Records (TOR, Diploma, Form 137, etc) w/ CHED, TESDA, or DEP-Ed Certificate of Authentication and Verification (CAV)

12) School Records with CAV issued by State Colleges and Universities

In addition, regardless of affinity, an applicant may send an authorized representative to apply on his behalf. Authorized Representative must have a valid ID and has to present a signed authorization letter or SPA from the applicant, a photocopy of applicant’s ID bearing his signature, and a photocopy of the authorized representative’s ID.

Note:

1. *Issued within Metro Manila only.

2. In case the document needs further verification, the applicant is advised to file at Authentication Division, Aseana Building, corner Bradco Ave., Macapagal Blvd., Parañaque City. 3. Liaison Officers of Recruitment Agencies are not allowed to transact authentication services at any Satellite Consular Office (SCO).

Getting an NBI Clearance from Qatar

I have been reading a lot of inquiries from fellow Kabayans from Qatar on how to secure for an NBI Clearance.  The NBI Clearance , usually referred here in Qatar as  Police Clearance Certificate (PCC)  is one of the required documents when you are applying for a Working Visa or Labor Card. So, please read below the guide that may help you in obtaining an NBI Clearance if you are already here in Qatar:

1.)  Go the Philippine Embassy in their new location at Street No. 860, Zone 68, Jelaiah Area, Doha, Qatar. Their trunkline number is(+974) 4483 1585.

2.) Embassy services for fingerprinting process of NBI Clearance applicants is only from 1pm – 3pm (the whole process may take you 30 to 45mins)

3.) Prepare and bring with you the following:

 2pcs- 2 x 2 photograph with white background (taken not more than 3 months) – be sure it is a 2×2 size, they would not accept passport size photos

 Copy of Passport

 QAR 100.00 fee

4.) After the fingerprinting process, the Embassy Representative will hand over to you the accomplished fingerprint form (stamped, signed and photo attached)

5.) You have to send the following documents to your representative in the Philippines along with the following:

fingerprinted form from Embassy (stamped, signed and photo attached)

Clear copy of your passport – 2 copies

 Signed authorization letter address to NBI for your representative (relative, friend, agency)

 Signed authorization letter address to DFA (for Red Ribbon /authentication) for your representative (relative, friend, agency)

 In addition, you may send copy of valid IDs with your signature just to be on the safe side

 Applicable fees (info below)

6.) Sending your documents to the Philippines through Q-post office would cost: QAR 55.00 for EMS (door to door delivery in approximate 4 days) or QAR 9.00 for registered mail (approx 2 weeks). Sending through DHL is far more expensive.

In the Philippines:

7.) Your representative in the Philippines need to bring the above requirements to the Main NBI Clearance office (NBI Clearance Building, U.N. Avenue, Ermita, Manila) for obtaining an NBI clearance (processing may be done in 1 day; cost- Php115 for travel abroad purpose)

8.) After obtaining the NBI Clearance, you shall proceed to the Department of Foreign Affairs Authentication Division to authenticate the document with red ribbon (processing fee Php100 for regular processing of 5 days and Php200 for rush processing of 2 days)

Note: DFA Authentication Division’s New Address is at DFA-OCA Building Diosdado Macapagal Avenue, Parañaque City

9.) Tell your representative to send back the NBI Clearance properly authenticated by DFA with red ribbon to your postal address in Qatar.  (Thru Philpost IEMS is again cheaper than DHL – approx PhP1,160+)

In Qatar:

10) You have to bring the documents back to the Philippine Embassy in Qatar for stamping and authentication (QAR100.00 fee)

11) Then go to the Ministry of Foreign Affairs (MOFA) close to the Corniche for attestation (QAR20 they only accept debit/credit cards)
